What is PACT?

The Building Industry Association of Hawaii’s Pre-Apprenticeship Construction Training (PACT) is a full-time workforce development program tailored for individuals who are new to the construction industry. Whether you're entering the workforce for the first time or changing careers, PACT provides a strong foundation in technical skills, jobsite safety, and career readiness.

Free for qualified individuals.

Offered in partnership with Work Hawaii and funded through the Workforce Innovation and Opportunity Act (WIOA), this program delivers in-demand skills through expert instruction, hands-on learning, and direct exposure to Hawaii’s construction industry.

Certifications You’ll Earn

Graduates of the PACT program will earn several industry-recognized certifications that demonstrate their jobsite readiness, safety awareness, and technical skills. These credentials are valuable to employers and help establish your credibility as you begin your construction career.

Career Pathways

Graduates often begin in roles such as:

  • Carpentry – Building structures, framing, and finish work

  • Plumbing – Piping systems in residential or commercial projects

  • Electrical – Assisting with wiring, lighting, and systems setup

  • Equipment Operation – Supporting machinery operation under supervision

  • General Labor & Maintenance – Versatile entry-level field roles

Many also pursue apprenticeships, certifications, or even college degrees in construction management or engineering.
