At BIA Hawaii, we celebrate professionals who bring not only decades of experience but also a lifelong dedication to protecting and uplifting the people they work with. As Site Safety and Health Officer (SSHO) for Alan Shintani, Inc., this safety leader has spent more than three decades making construction sites safer, more compliant, and more prepared—one inspection, training, and conversation at a time.
Building the Future: Mentorship & Community Impact
His safety journey began in 1986 with the Florida Air National Guard, where he served as a Safety Technician and Safety Manager after graduating from the U.S. Air Force Safety School. He earned both an Associate’s Degree in Safety Technology and a Bachelor’s Degree in Aviation Management, laying the foundation for a career built on discipline, technical excellence, and service.
In 1990, he joined the U.S. Department of Labor/OSHA as a Compliance Safety and Health Officer (CSHO). After completing training at the OSHA Training Institute, he was stationed in Honolulu in 1991, where he conducted over 1,200 safety inspections and multiple fatality investigations across Region 9—a region spanning American Samoa, Guam, Saipan, Tinian, California, Arizona, Nevada, and Hawaii.
His federal service continued in Baton Rouge, Louisiana, and later during a special post-9/11 assignment at the U.S. Department of Labor National Office. He returned to Honolulu in 2003 and went on to serve as Safety Director for the Defense Logistics Agency and Tripler Army Medical Center, as well as Safety Director for the U.S. Army Corps of Engineers (USACE) in South Korea, where his leadership led to zero recordable or reportable injuries during his two-year tenure.
After retiring from federal service in 2019, he remained committed to public service, joining FEMA as a reservist and responding to federally declared disasters nationwide. He has since completed over 20 online safety courses and continues to respond to national emergencies with the same purpose that has defined his career.

Today, he serves as the Site Safety and Health Officer for Alan Shintani, Inc., where he provides daily guidance on fall protection, hazard communication, electrical safety, and more—with a focus on reducing accidents and creating a culture of proactive safety. His knowledge and leadership serve as a critical resource for both ASI employees and subcontractors.
In addition to his full-time work, he has served as a part-time lecturer at Honolulu Community College since 1997, teaching in the Occupational Environmental Safety Management (OESM) program. Many of his former students have gone on to hold successful safety leadership roles throughout Hawaii, thanks to his mentorship and commitment to their success.
With over 35 years in the field, his passion for helping people, preventing injuries, and lifelong learning remains as strong as ever. His work is a reminder that safety isn't just a job—it's a mission.
We are proud to recognize and thank this veteran safety professional and educator for his extraordinary contributions to the construction industry and to workforce development in Hawaii. His impact has been felt across continents—and right here at home.
