2013 BIA President's Message

Welcome Message

I am Greg Thielen, President and Owner of Complete Construction Services Inc., and I am honored and humbled to be President of BIA-HAWAII. BIA is the Voice of the Construction Industry representing builders, developers, contractors, suppliers and associates whose business is construction. BIA provides members with business marketing opportunities, peer to peer networking and industry information/education in order to stay competitive.


I ask for your active participation in keeping our industry relevant and current to insure a strong and viable industry.


My goals for this year are to:

  • Reinstate the subcontractor GET exemption by working to insure the sunset of Act 105. (This is the law that created a double layer of taxation on our industry and this will be the single biggest legislative issue we face in the year ahead.)
  • Roll back the pernicious and destructive force of unlicensed construction activity. (The BIA will be working to advance legislation this session that will hopefully start to help counter this problem. We will also work at the department level to see what can be done within the confines of the law as it stands now. Never the less there is a common complaint I have heard among BIA members and small business owners alike. Perhaps you’ve heard it too, it goes something like this. Why do people feel like they need government to solve every problem for them? Whatever happened to individual responsibility? I believe as the voice of the building industry the BIA has a responsibility to be a leader on this issue. As such I am asking all BIA members to uphold a simple and easy standard –
    • All General and Subcontractor members shall only self-perform work they are licensed for.
    • All self-performed work shall be done by employees.
    • No one shall be hired as a subcontractor unless they hold a license for that work.
    • Suppliers shall only refer and post cards or flyers for licensed contractors.
  • While we will never do away with this problem all together, we can make positive changes; legislatively, administratively and ethically. I hope all of you join me in supporting the BIA in this worthwhile effort
  • Lead an outstanding board of directors through another challenging and interesting year and work together with all members to find ways to build a stronger and better Building Industry Association.
